I ruled Babylon and set judgments in stone so that the strong should not oppress the weak. My code is not modern equality; it is royal order made public, scaled by status, property, injury, family, debt, and oath. Law becomes power of a different kind when subjects can read it.

Founder of the Persian Empire · c. 600 BC–530 BC

I built an empire by conquest, but kept it by restraint. Peoples remember the hand that takes a city; they remember more deeply the ruler who lets temples stand, exiles return, and local laws breathe. Dominion is easier to win than legitimacy. I preferred both.
