The quality of decision is like the well-timed swoop of a falcon which enables it to strike and destroy its victim. In war, the way is to avoid what is strong and strike at what is weak. Water shapes its course according to the ground over which it flows; the soldier works out his victory in relation to the foe whom he is facing. As water has no constant form, there are in war no constant conditions.
